Meeting Attendees: I. APPROVAL OF MINUTES: Motion by D. Cruz, and second by S.Turner, to accept the minutes of the June 8, 2006 meeting as sent to the membership by e-mail. Motion carried. II. TREASURER’S REPORT: The Treasurer’s report was
given on behalf of the Treasurer by Secretary Dan Gearhart. Revenue: No Revenue Received MCFTOA – Meeting
Minutes Motion by D. Cruz, second, by S. Turner, to accept the Treasurer’s Report as presented. Motion carried. III. CORRESPONDENCE / ANNOUNCEMENTS: 1. D. Lindsey reported that a letter was sent to the County Fire Chiefs in response to their request for information about the Training Officers Association. Chief Orman stated that the purpose of the request is to explore the possibility of consolidating some of the various Monterey County fire service committees. 2. Secretary D. Gearhart sent a letter to the Monterey County fire agencies informing them that the membership year has been changed from July 1 – June 30 to January 1 – December 31 starting in January 2007. Dues invoices will be sent in December 2006 for the 2007 membership year. 3. D. Lindsey reported that he has received another request from the instructor of the Large Animal Rescue Class requesting that we sponsor such a class. Our current position is that we will distribute course information to our membership and throughout Monterey County as the class becomes available but have decided not to sponsor such a class. IV. COMMITTEE REPORTS: A. ICS Committee: 1. Management Team Development Committee - No Report 2. Safety Officer Class - No Report B. Wildland Committee: 1. Per D. Lindsey, due to the increased fire activity throughout the State, including an out-of-county strike team from this county, Wildland Fire School for 2006 was cancelled by the Incident Commander. 2. Discussion if the Training Officers would consider a small localized wildland training exercise in place of Wildland Fire School. Did not appear to be much interest among the attendees to pursue such an exercise. Item taken under consideration 3. Fort Hunter Liggett is still conducting firing operations and prescribed burning and has extended an open invitation for Monterey County fire agencies to participate. Contact FHL FD Training Officer Michael Hewston ASAP if interested. C. Fire Library: 1. D. Gearhart reported that D. Sargenti recommended waving the Fire Library dues for 2006 being this was a financial transitional year. Discussion was that current finances were healthy and the potential income was not critical. Concern was raised that waiving the library dues would result in a loss of about $1000.00 in yearly revenue that could go towards additional library resources or development of an enhanced website. Motion by D. Cruz, second by B. Hinkley, to waive the Fire Library dues for 2006. Motion carried. D. Programs: 1. Highway Traffic Safety: D. Gearhart reported that on June 19, 2006 in Marina, he met with Chief Kelley, Chief Casillas, Chief Hardee, and Captain Camara concerning the Highway Traffic Safety Guidelines. Per D. Gearhart, law enforcement’s position has not changed since the last meeting and they stated that they would endorse the Santa Barbara City policy. Law enforcement believed the fire service was willing to adopt the Santa Barbara City policy. Law enforcement continues to feel that the current guidelines are far too detailed, to specific, and legally not valid because in their opinion the document implies that the fire service has assumed responsibility for traffic control and portions of incident command by requiring a safety officer assignment which law enforcement contends the fire service does not have the authority to do. Captain Camara stated he has recently received four complaints from his officers about operations of the fire department that he feels is directly related to the adoption of the guidelines by the fire service. Law enforcement did agree to review the guidelines in detail and make specific recommendations about what they feel should be removed. As of yet, nothing has been heard from law enforcement. E. Training and Standards: 1. Reported that the County Chiefs would like to see some “cleaning up” of the County ERD. F. Website: 1. Continued discussion on developing a countywide fire service website that would be hosted by the Monterey County Fire Chiefs Association. All attendees agreed on the benefit of such a website that would have the County Chiefs as the home page and would list the various committees and organizations in drop down lists. The Training Officers strongly support the development of such a website and would provide financial support for the project. Chief Orman said he would research the idea by getting different costs and requirements for a website. Several attendees acknowledged that there are several people employed by Monterey County fire agencies that have website design and development skills. V. OLD BUSINESS: 1. Discussion on the “Annual Mutual Aid Training Plan” (Move-up Drills) and the responsibility of the Training Officers and the Operations Committee as to developing the plan. A suggestion was made that the current requirement of four events per year be changed to two events per year with more control of each event by both, or either, the Training Officers and the Operations Committee. Lindsey and Gearhart will form a committee to work with Operations in development of a new “Annual Mutual Aid Training Plan.” VI. NEW BUSINESS: 1. No new business items. VII. GOOD OF THE ORDER: 1. Salinas Fire is starting an academy on August 7, 2006 and has slots available for participants. Contact S. Turner ASAP if you have personnel to participate. Cost is $1000.00 for the 14 - week academy. 2. Salinas Fire is planning on holding several level I and level II State Fire Marshal classes in the near future. Information will be available shortly. The 8-hour AWR 160 class needs to be completed by all first response personnel by 01-01-07. Instructors are available to teach the class. Contact S. Turner if you need to provide this class. 3. Monterey Peninsula College fire academy begins August 20, 2006. 4. “Resource Information Management System” class on July 24th 2006, 1300-1600 hours and again on July 25, 2006 from 0900 – 1200 hours. The recent auto extrication class through the OTS grant was very successful. Division Chief Joe Pastore from the North County Fire Protection District is to be commended for his work and involvement in coordinating the class. 6. Members of the Training Officers would like to see a school bus extrication class in the future. 7. Sid Turner thanked the Training Officers Association for their continued support of the Salinas Fire Department during the past few years. Chief Turned acknowledged that it has been a transitional time for the Salinas Fire Department and they are encouraged with the direction their department is moving. Chief Turner stressed that the Training Officers Association can call upon the Salinas Fire Department at any time if they ever need assistance. VIII.
