Meeting Minutes – June 8, 2006

 Meeting called to order at 1035 hours by Vice- President David Sargenti in place of President Deano Lindsey.

I.          APPROVAL OF MINUTES:

Motion by P. Goodwin and second by C. Orman, to accept the minutes of the May 11, 2006 meeting as sent to the membership by e-mail and posted on the website. Motioned carried.

II.         TREASURER’S REPORT:

The Treasurer’s report was given on behalf of the Treasurer by Secretary Dan Gearhart.   

Beginning Checking Account Balance as of 05-01-06:               32,802.50

Expenditures:

05-19-06        Redshift Internet Services                                              19.95

Revenue:  No Revenue Received

Ending Checking Account Balance as of 05-31-06:                     32, 782.55

Total Assets:                                      39,192.45

 Discussion on the issue of assets and the idea of accumulating revenue with very little expenditures.  Sargenti requested that the group come up with ideas about using the revenue and bring such ideas to the next meeting for discussion. 

 Motion to accept the Treasurer’s Report as presented by P. Goodwin, second by R. Stefani. Motion carried.

III.        CORRESPONDENCE / ANNOUNCEMENTS:

1.         Sargenti reported that a document was sent to the Chiefs Association from the Training Officers per the Chief’s request for information.

IV.       COMMITTEE REPORTS:

A.        ICS Committee:

1.         Management Team Development Committee - No Report

2.         Safety Officer Class - No Report

B.        Wildland Committee:

M. Schuler reported the dates for Wildland School are July 14-16, 2006.  The goal is to have 3-4 Branches and advertise the WFS in the local area.  Camping will still occur at the campground and meals will be served at the Base Mess Hall.  Site visit is on June 8th  following the TO’s meeting in Soledad.  See Wildland Committee Meeting minutes for additional information.

C.        Fire Library:

1.         Driver / Operator Program Purchase – No Report

D.        Programs:

1.         Highway Traffic Safety:  Per Chief Casillias, the Fire Chiefs Association is very concerned about the highway traffic safety issue with law enforcement and wants the Training Officers to stay motivated on the issue due to the importance of the subject.  The Chiefs understand that law enforcement has recommend that the Monterey County fire service adopt the Santa Barbara City policy.  Per Chief Casillias, Chief Kelley has requested representatives from law enforcement to meet with the Training Officers to see if a resolution can be reached.  The Chiefs do not want police chiefs to serve on the committee to give the impression they are forcing the issue.  Chief Casillias reported on the progress of SB 1610, the “Move-Over” legislation. More information on SB 1610 can be found at www.aroundthecapitol.com and then enter SB 1610 in the “Capitol Search” search section.  Chief Casillias requested a letter of support from the Training Officers Association in support of SB 1610.

E.        Training and Standards:

1.         No Report

F.         Website:

Chief Orman reported that the Chiefs Association is very receptive to the idea of the Chiefs having a website that would have links to the various groups and committees.  The Chiefs are looking into the cost of developing a website.

 V.        OLD BUSINESS:

1.         Move-Up Drill.  Sargenti reported that Salinas Rural is hosting a move-up drill on June 15, 2006.  Sargenti reported that although several agencies indicated that they may only be available for a certain type of engine, type I of III, the number and type of engines will be determined by the Incident Commander. 

2.         Sargenti wanted members of the Training Officers to review the County Chiefs Move-Up Drill policy and bring suggestions for changes or adjustments to the next meeting. 

VI.       NEW BUSINESS:

1.         Sargenti inquired from the group if other agencies are having problems with the mechanics of the rope bags.  Sargenti reported that bags are hanging up on SCBA’s and lines are being tangled.  Only a couple agencies reported using the rope bags with no specific problems encountered.  Sargenti said they would try to work out the operational issues.

2.         Sargenti inquired about how other agencies are addressing the issue of SCBA adapters during RIC operations and the issue of RIC bags.  Most agencies reported that their crews bring a complete SCBA to the entry point that they are familiar with and have not purchased universal SCBA adapters. Sargenti presented a RIC bag that incorporates an SCBA and equipment in one bag.  A drawback of this arrangement is the excessive weight of the bag.   

VII.      GOOD OF THE ORDER:

1.         Salinas Fire is starting an academy on September 7, 2006 and has slots available for participants.

2.         Doug McCoun reported that the radio frequency conversion plan has started and would like to provide training on the new radio frequencies.  McCoun indicated that the Operations Committee should initiate the training and that the Training Officers would help coordinate. 

3.         P. Goodwin wants any agency that has personnel available to serve overhead assignments during wildland fire school to contact him.

4.         Michael Hewston introduced himself as the Training Officer from Fort Hunter Liggett.

VIII.     ADJOURNMENT:

Wildland Fire School Committee Meeting Minutes

 

June 8, 2006 – Soledad Fire Department

Meeting called to order at 0942 hours by Incident Commander, Division Chief Miles Schuler.

1.         Due to a lack of registrations being sent in on time, the number of participants and engines are undetermined.  Sargenti reported that Santa Cruz County is sending a strike team of engines with a strike team leader.  CDF is also sending a strike team of engines.  A survey of the agency representatives attending this meeting indicated there could be at least 8-10 engines from Monterey County.

2.         An updated Training Support Request (TSR) to Fort Hunter Liggett was submitted by the Incident Commander.

3.         Still looking for overhead positions to fill including Branch Directors and Safety Officers.

4.         Communications will be localized by using portables and mobile radios.  At this time, there is no communications unit planned. 

5.         Per the Safety Officer, a request has been submitted to Westmed and CALSTAR for standby during the school.  Have not heard from Westmed as of yet.  As of 6-9-06, CALSTAR will not be able to perform standby during the school being the location is in the southern most section of their response area which would not allow for a timely response to the northern portions of the County.  CALSTAR encouraged us to call early if we were in need of an EMS Aircraft. 

6.         Chief Orman will be attending the school as the Plans Section Chief.

7.         Black lining will be performed on Friday as needed. 

8.         Water Supply Group Supervisor will be handled by a water tender driver / operator.

Meeting adjourned at 1025 hours.

ü      On June 8, 2006, Schuler, Goodwin, Orman, Sargenti, and Gearhart conducted a site visit at Fort Hunter Liggett.  The vegetation is curing rapidly with still some green areas in the gullies.  Some roads have water hazards that makes passing difficult.  Fort Hunter Liggett FD will arrange to have dozers improve the roads as needed.  Based on the conditions observed on June 8, 2006 the school is still a go for the proposed dates.
