MEETING MINUTES OF June 12, 2003

Meeting called to order at 1038 hrs.

  2. Motion by M. Urquidez, Second by D. Brown, motion passed.

    Motion to approve Treasurers report moved and second.

  5. Correspondence/Announcements:
  6. Stew informed the group that he received a thank you letter regarding the juvenile Firesetter course from Steve Prelsnick.

    F.S Leadership course on July 9, 2003. Cost is $25.00 and will be held in Nevada.

    County EMS CPR Instructor Course to be held on July 26 and 27, 2003. Limited to 2 personnel Department.

    Concord Naval School will be hosting a Basic Wildland School from July 7, through July 11, 2003. Interested persons should contact Chief Day at (925)383-2357.

    J. Casillas introduced Rob Roberson from CTF Fire.

  7. Committee Reports:
    1. ICS:

It was stated that we should make the ICS Ops. Chief a priority and that a needs assessment will dictate other needs.

J. Trenner stated that he was shooting for an Ops. Class in the fall.

D. Brown state that questionairs should be returned by July 1, 2003.

Salinas will be having an ICS 300 course after fire season.

    1. Wildland:

Wildland School cancelled due to burn conditions. County Fire Chiefs are also working with Liggett to see what kind of Wildland School can go on. It was mentioned that a Wildland School may still go but it may be different.

It was stated that the County Chiefs recommended an IC from County T.O's and County Chiefs during the planning process of Wildland School.

J. Trenner recommended that the County T.O's get people back into the deputy slots to alleviate some of the issues.

Urquidez stated that in the past, the County T.O's went to the County Chiefs for assistance with the School. Urquides went on to say that there may have been some accusations that people have taken personal. Urquidez recommended that we get all people in one room to resolve the issues.

Schuler recommended that he, Dave Brown and Stewart meet with the County Chiefs to iron out the issues.

S. Roth confirmed that the meeting needs to take place, but was given direction to move forward with Unified Command.

J. Trenner was in agreement with Stews perceived direction from the Chiefs.

Trenner nominated Schuler as the liaison to work with the IC.

Brown motioned to have Vindhurst as a liaison for this years Wildland School, Schuler second the motion, motion passed.

Stew stated that communication is the key, lets move forward and continue the fine Wildland School we have.

Jeff Fields from the Monterey Bay Sanctuary Ocean rescue worker group requested a letter from the County T.O's to the sanctuary in support of not applying new regulations to limit watercraft capabilities.

C. Fire Library:

                    Stew has a disk with the newcatalog.

                    10 agencies are a part of the library.

D. Programs:

Recap for top 5 in 2001 survey indicated that Truck Company Ops, Engine Company Ops, Safety/ Survival, Fire Control and Driver operator classes to be a necessity.

E. EMS:

                    BLS protocols will be hitting the field more towards the fall.

                    Phil asked about certification of EMT instructors.

                    All EMT instructors need to be approved by the EMS Agency.

                    Gearhart asked that AED Instructors be more standardized and consistent.

    1. Training and Standards:

April 18, 2003 = County Communication Groundbreaking Ceremony

June 26, 2003 = EOC Table Top

July 30, 2003 = Implementation of Fireground Safety Systems

A question about what the County T.O's standard is as stated in the policy.

Brown motioned to determine the statement to mean review of systems with the entire department and conduct basic RIC tactics. Four-hour awareness program.

Johnson second the motion, motion passed.

Brown motioned to make a standard RIC Basic Fireground Safety Systems Awareness training video to send to all departments in an amount not to exceed $500.00
