Report from the Incident Commander:

Fort Hunter Liggett Fire Department reports that there is a lot of growth and the current conditions are very wet and green. Per FHL FD, providing the rain stopped today, it would take at least a month for the vegetation to stop growing. After that, it would take at least 4 weeks for the grasses to cure. With this time frame, it is unrealistic to assume that the fuel conditions would allow for effective burning during the scheduled dates of the wildland fire school. Based on this information, the Incident Commander postponed Wildland Fire School scheduled for June 9-11, 2006. New dates for the Wildland Fire School were set for July 14-16, 2006.

The school will be scaled back to a minimum of three branches and advertised within Monterey County and the surrounding operational area. The proposal is to still use the campground and provide meals at the Base Mess Hall.

Finance Section will need to establish new registration dates based on the new dates of the WFS.

Fueling has been approved at the Base Fuel Station. Training Officers Association will make total payment to the Base Fueling Operations and then invoice each agency that uses fuel.

First site visit has been re-scheduled for June 8, 2006 following the Training Officers Meeting in Soledad.

I. APPROVAL OF MINUTES:
Motion by J. Trenner, and second by C. Trenner, to accept the minutes of the cancelled meeting of March 16, 2006 as e-mailed to the membership and posted on the MCFTOA website. Motioned carried.
 

II. TREASURER’S REPORT:
The Treasurer’s report was given on behalf of the Treasurer by Secretary Dan Gearhart. Since there was no meeting in March 2006, the Treasurer’s Report included activity for February and March 2006.

III. CORRESPONDENCE / ANNOUNCEMENTS:
A. A request was received to sponsor a Large Animal Rescue Class in the Monterey County Area. After a general discussion, it was decided not to sponsor such a class. The MCTOA would distribute a class flyer if such a class were scheduled for the local area.
 

IV. COMMITTEE REPORTS:

A. ICS Committee:
1. J. Trenner reported that he will check with the Instructor about possible dates in June 2006 for scheduling the Safety Officer class.

2. Discussion on the concept of developing a countywide incident management team. Both State and Federal agencies are in support of regional incident management teams. The feeling from FEMA is that federal assistance in the event of a disaster could take up to ten days.

B. Wildland Committee:
M. Schuler reported that the Wildland Fire School scheduled for June 8-11, 2006 has been postponed due to unfavorable fuel conditions. The WFS has been rescheduled for July 14-16, 2006. The goal is to have a minimum of three branches and advertise the WFS in the local area. Camping will still occur at the campground and meals will be served at the Base Mess Hall. Finance Section will establish new dates for registration

C. Fire Library:
No report.

D. Programs:
1. Highway Traffic Safety: The Highway Traffic Safety Guidelines were sent to the County fire agencies in the first part of January via e-mail. The County Fire Chiefs have approved the guidelines and they been placed in the Chiefs Operations Manual. Law enforcement has been given a copy of the guidelines for their review.

E. Training and Standards:

F. Website:
Information on Wildland Fire School has been updated.

V. OLD BUSINESS:

VI. NEW BUSINESS:
No new business to report.

VII. GOOD OF THE ORDER:
􀂾 The Fire Studio software program update was purchased by Joe Pastore who will submit an invoice to the Training Officers. The TO’s laptop and projector, along with a majority of the TO’s supplies, are currently being stored at the Airport. Discussion on the issue of upgrading the TO’s laptop and projector. Decided that an upgrade of the laptop is not a priority at this time.

􀂾 Discussion on the upcoming IFSTA Essentials 5th Edition proposed for 2007. Any concerns about IFSTA should be directed to John Trenner.

􀂾 Deano Lindsey is looking into holding a JPA equipment refresher course and a Fireblast Instructors Course. More information to follow.

􀂾 Dan Gearhart reported that an Assembly Bill has been proposed that would require the State Fire Marshal to contract with the California Firefighter Joint Apprenticeship Program for the development of curriculum criteria. This would standardize training needs in response to terrorist incidents.

􀂾 Discussion of NIMS compliance issues. Best source of information is through FEMA at www.fema.gov. Many of the NIMS required classes can be taken on-line including IS-100, IS-200, & IS-700.

􀂾 Discussion on the TO’s doing some type of recognition of Paul Vlastelica who recently retired from CDF. John Trenner will follow-up.

􀂾 High-Rise Policy – The County Fire Chiefs would like a revision of the County High Rise Plan. One area of revision is including a provision for getting a medical unit the staging area. Also include provisions for standards on staffing levels and overhead personnel for high-rise incidents. Dave Brown and Stewart Roth are working on the revision.

􀂾 Fireground Safety System – The Chiefs would like a revision of the Fireground Safety System Policy. The revision to include the use of t-cards when agencies are called in from out-of-county on a mutual aid assignment. Brown and Roth and working on the revision.

􀂾 Discussion on having the MECU respond to major incidents that include mutual aid responses. Monterey County OES is looking for an agency to take the responsibility of the MECU.
