Monterey County Fire Training Officers
Association Meeting called to order at 0946 hours by Division Chief Miles Schuler. Attendees: Dave Sargenti stated that all Branch Director positions have been filled. An e-mail was sent out asking for any financial or logistical needs at the Branch level. The following position assignments have been filled: Incident

Group Allen Zwingman At this time, the following positional assignments remain unfilled: Deputy Planning Chief Schuler stated that the Finance Section Chief position still remains unfilled and is a critical position that should be filled. Chief Schuler said that per Kevin Dougherty at FHL Fire, the school has been confirmed from May 31 – June 3, 2007. We still need to coordinate with FHL concerning logistical issues such as obtaining and securing items such as ice, water, etc. Logistics: Captain Trenner said he needs to know what the logistical needs of the Branches are as soon as possible. Trenner said that we will be using the campgrounds and is assuming that the showers at the campgrounds are still operational. Trenner is still working on scheduling the Fire Kitchen and the crews to support the kitchen. Trenner said that Eric Ulwelling will serve as the Medical Group Supervisor. Trenner reminded the group that once we are committed to the vendors past the deadline date, we are locked into that arrangement. The use of the Fire Kitchen and the support crews are not locked-in due to the potential for an active fire season. We also need to request the OES communication unit and the MECU from Monterey County and need to secure ground support assistance. Dave Sargenti stated that current maps and additional information is needed in order to complete the IAP. Trenner said that Catey will be sending the maps in soon. Water Supply Group: A preliminary budget was presented by the WSGS. Maps are needed showing the specific drop points that will have portable water tanks. We currently have two water tenders committed to the school. A private contractor from King City has shown interest in being involved in the school. Working on getting additional portable tanks. The IC would like us to work on borrowing portable pumps rather than purchasing them. Branch Reports: Branch 1 – Chief David Brown reported that he is working on getting personnel for the Branch assignments. Concerned about the area across the road as an additional area for burning. At previous meetings, FHL FD has requested we burn this area if possible and is not concerned about the fire moving towards the mountains if an escape occurred. Branch 2 – Doug McCoun: No specific logistical needs at this time. Branch 3 – C.Trenner: No Report Branch 4 – Potter: No Report Branch 6 - Turner: No Report Branch 7 – Pilotte: No specific needs but needs a Branch Safety Officer. Planning Section: Per Chief Orman, still obtaining information to plug into the IAP. Safety: Chief Dan Gearhart stated that we have five Branch Safety Officers for the school and one Assistant Safety Officer. Would like to have between 1-2 Safety Officers per Branch. Assistant Branch Safety Officers and Trainees are welcome. The CHP Helicopter, H-70 has agreed to do standby at the school. Will coordinate with Range Control about their landing zones and arrival times. Will be working with Logistics and the Medical Group Supervisor on determining the level and extent of care for the medical group. Finance: Final decision on the cost of the school will be made by the Incident Commander. We are still maintaining a maximum of ten engines per Branch. A meeting with the Command Staff will be scheduled for next week. Registration packets should go out in the next two weeks. Fort Hunter Liggett: Michael Hewston said that the mess hall should be able to provide meals if we are not able to secure the Fire Kitchen. FHL FD has plenty of drip torch fuel and we will be able to use the fuel pumps at FHL. OES: Per Dave Sargenti, California OES is in full support of the school. Monterey Peninsula College: Per Natalie, since the WFS is near the end of the college budget year, college application forms need to be completed and turned in as soon as possible at the conclusion of the school. Dan Gearhart said he will coordinate the college application forms collection and submittal process. Meeting called to order at 1053 hours by President David Sargenti. I.
Roll Call - Meeting Attendees: II. Approval of Minutes: Review of the meeting minutes of February 8, 2007 recorded by Dave Cruz. Motion by Doug McCoun, second by Natalie Rodda accept and approve the minutes as presented. Motion carried. III. Treasurer’s Report: The monthly treasurer’s report was presented by D. Gearhart on behalf of Bookkeeper Kathryn Pernet. Beginning balance as of 02-01-07: $30,995.52 Expenses: Red Shift Internet Services $19.95 Franchise Tax Board $10.00 Total Expenses for February 2007 $29.95 Income: Membership Dues $10.00 Total Income for February 2006: $10.00 Ending Checking Account Balance as of 03-01-07 $30.975.57 Certificate of Deposit: $6,467.27 Total Assets: $37,442.84 Motion made by Dave Brown, second by Brad Hinkley, to accept the Treasurer’s Report as presented. Motion carried. IV. Correspondence / Announcements: 1. Stewart Roth presented a flyer for a class titled “Objective-Based Strategies & Tactics and Company Officer Development” on April 24, 2007. Location to be announced. V. Committee Reports: A. ICS Committee: 1. In searching for an instructor for the upcoming Safety Officer class, Stewart Roth stated he had made contact with both Mike Bryant and John Hawkins. Mike Bryant now has an exclusive contract with “Fire Nuggets.” “Fire Nuggets is a for-profit business that provides various fire service related training classes. Roth said he has arranged the class with Fire Nuggets who is responsible for all issues relating to presenting the class including registration, AV equipment, meals, and the college application process with MPC. Safety Officer class is April 3-5, 2007 at the Community Center at Soper Field in Seaside. Roth made a proposal in the form of a motion that the MCFTOA cover $100.00 towards the cost of registration for any fire service individual from Monterey County that belongs to an agency represented by the Training Officers for the upcoming Safety Officer class. Second by Dave Brown. Discussion on the motion included concerns over how the offer would be distributed equally among the fire service in Monterey County. Other concerns included that the class has already been advertised and that only a few might be able to take advantage of this offer being the class may fill up very soon, and about money being reimbursed going to the Cities or Districts rather than directly to the fire agency. There was general agreement that it was a good idea but there were too many concerns about the equal distribution of the opportunity and the reimbursement process. Call for the vote on the motion. Motion failed. 2. Strike Team Leader class is scheduled for May 22-25, 2007. Location to be determined. 3. Ron Stefani presented a paper outlining the framework of an Incident Management Team. Since the initial concept came from the Training Officers Association, Ron is looking for feedback on the submitted paper. The Department of Homeland Security can provide training for setting up an IMT. Law enforcement has nearly $20,000 in available funding for such training. Need to get the support and involvement from the law enforcement community to fully develop an IMT. With our expertise in emergency scene incident management, the fire service needs to set the standard and take the lead role in the development of a localized Incident Management Team. B. Wildland Committee:1. The Wildland Committee met prior to the TO meeting working on developing the Wildland Fire School. Miles Schuler stated that the dates of the school are set for June 1-3, 2007 with blacklining on May 31st. Most of the overhead positions are filled and all of the Branch Director positions are filled. First site visit is planned for April 17, 2007. Group to meet at SRFPD Chualar Station at 0800 hours. Registration packets will go out in the next couple of weeks. C. Fire Library: 1. Dave Brown is working with Monterey Peninsula College to have the EMS 24/7 Program placed on the MPC website as a streaming video, along with all the videos and DVD’s that are in the Fire Library. The Monterey County EMS Agency is attempting to get funding to purchase the EMS 24/7 series in a streaming video format. We will hold off on renewing the EMS 24/7 series for 2007 until this program has been fully developed. Dan Gearhart reported that invoices for the Fire Library for 2007 will go out next week. The annual fee remains at $200 for full-time departments and $100 for volunteer departments. D. Programs: 1. Fire Control V – Stewart Roth reported that nearly 80 students attended the two Fire Control classes both at the Monterey Peninsula Airport and the Salinas Airport. The class was a huge success. Thanks needs to go out the Rick Williams of Salinas Fire for hosting the Salinas based class and John Trenner and Dave Cruz for hosting the class at the Monterey Peninsula Airport. 2. Auto Extrication Class – Stewart Roth said he has spoken with Joe Pastore concerning the proposed Auto Extrication class. Based on too many logistical issues that will be difficult to overcome, the class has been cancelled. Joe Pastore will work on getting Ron Moore to teach an auto extrication class in the future. E. Website: 1. Dan Gearhart gave a report concerning the Fire Chiefs website development. The site is now running as www.montereycountyfirechiefs.org. Dan said he attended a meeting on February 23rd at North County Fire with Kim Ha of Blue Pacific Computer, the host for the website. Three tabs have been placed on the home page for the Training Officers, Fire Investigators, and Prevention Officers. Clicking on the Training Officers tab takes a user directly to our current website at www.mcftoa.org. We now have the option of staying with our current website hosted by Redshift or moving all our content to the Training Officers tab on the Chiefs home page. We would still be able to maintain www.mcftoa.org in either case. Gina at North County Fire will be able to place content on the tab or Kim at Blue Pacific Computer can do the same. Since we have not received costs involved in joining the site, Dave Sargenti will contact Kim Ha directly concerning costs and fees for converting to the Chiefs website. F. California State Fire Academy at Monterey Bay / MPC 1. Natalie Rodda reported that the transition to the former Fort Ord is moving along slowly but surely. Hard-line phones are still not in yet but 646-4240 is currently being transferred to a Nextel cell phone. VI. Old Business: 1. Mutual Aid Training Plan - Dave Sargenti reported on the progress of the proposed Movement Drill Plan. There is still concern over the amount of involvement of the Operations Committee in the Movement Drill process. The drills were originally designed to exercise the mutual aid plan, which is now working fairly well. The desire is to have the Operations Committee initiate the process and then the Training Officers would coordinate the planning and implementation of the drill. Dave Sargenti said he would present that desire to the Operations Committee at their next meeting. 2. Purchase of Notebook Computer and Projector. John Trenner had originally suggested that we research the possibility of purchasing a new notebook computer and projector. No specific report on the project. After reconsideration, a motion was made by Dave Brown, and a second was received by Miles Schuler that the proposal of purchasing a notebook computer and projector be dropped. Motion passed. 3. Wellness and Fitness Program – Dave Sargenti reported the Jeff Fields is still in the process of gathering personnel to form a committee. More information to follow. 4. Goals for 2007 – Dave Sargenti led a general discussion concerning the Training Officers goals for 2007. Our main overall goal will focus on providing quality training to the fire service in Monterey County at a reasonable rate. Some specific training classes we would like to see include: Ø Thermal Imaging Cameras Ø Truck Company Operations Ø Fire Ground Operations Ø Leadership Ø ICS Positional Classes Ø Fire Officer Development Ø Chief Officer Development VII. New Business: 1. Paramedic Training Course – As a matter of background, the County Board of Supervisors had asked the EMS Agency to development a proposal for a Monterey County based Paramedic Training Program. The EMS Agency had then asked the County Fire Chiefs to take on the project citing staffing shortages at the EMS Agency. Dave Sargenti reported that at this time, the Training Officers have no direct involvement in the proposal. Natalie Rodda reported that MPC might have future involvement in the proposal through the current Nursing Program. VIII. Good of the Order: 1. Rick Williams of Salinas Fire reported that they will be hosting an upcoming Fire Instructor 1B class. 2. Jacob Artiaga from Soledad reported that he is encouraged and pleased with the current direction of the Training Officers Association and looking forward to the upcoming training opportunities. 3. Dan Gearhart of Seaside Fire reported that their new Pierce type I engine is now in the early construction process and they have been approved for a second type I engine. The two engines will be “twins.” 4. Brad Hinkley reported that Marina DPS will be having a meeting with Target Safety on March 9, 2007 at 1000 hours. IX. Adjournment: 1.
