Carmel Valley FPD I. INCIDENT COMMANDER: Current personnel assignments: Miles Schuler
Incident Commander Current Positional Assignments Unfilled: Deputy Incident Commander Tentative dates of the 2006 Wildland Fire School: June 8-11, 2006 Fort Hunter Liggett was unable to commit to June 22-25 due to a scheduling conflict. Operations will coordinate with FHL to arrange for securing the entire campsite during that time frame. The size of the school will depend upon the ability to fill overhead positions, especially the Branch Directors. If the Branch Directors cannot be filled, then serious consideration should be made into downsizing the school. The goal is to fill all positions and have a full-size school. II. LOGISTICS: J. Trenner reported that he is working on securing a medical unit and a medical unit leader. The goal would be to have West Med fill this assignment. CALSTAR has shown interest in being on stand-by during the school. CRFA may not be available to provide stand by coverage during the school. Chief Reeves from Foster City will bring an OES communications unit to the school. Hoping to get a local CDF communication unit and the Monterey County Communications Unit. The goal is to purchase another strainer and maybe some portable pumps for the water supply unit. There should have plenty of old fire shelters for the shelter safety demonstration. Will look into purchasing the new style training shelters for shelter demonstration. Working on issues with fueling vehicles. Have used Toro Petroleum in the past. Excessive costs from Toro due to having to pay for standby time. We will be shopping around for fuel to get the best deal available. Will also revised the fuel log procedure to ensure that all fuel costs are being accounted for. FHL will assist with providing drip torch fuel. In addition, other agencies indicated they could bring drip torch fuel as well. Will need at least two tents with air conditioning units for the base camp, one tent for the command staff and one tent for the medical unit. We are planning on having a plans trailer available for the school. The vendor will supply IAP packets and support personnel. C. Trenner will work on obtaining maps once the number of Branches is decided. III. Plans: Chief Orman will meet with Chief Urquides concerning previous plans procedures. Closing Comments from the Incident Commander: Per the IC, need to seriously consider scaling down the size of the school if we are unable to fill some of the Branch Director positions. Might want to consider eliminating Branch 1 for type I vehicles. The hope is that all Branches will be filled and the school will be at capacity. An invitation will go out to all county agencies requesting participation in filling the open overhead positions. Hope to have all positional assignments filled by March. Attendees: I. APPROVAL OF MINUTES: Motion by Trenner, and second by Hinkley, to accept the minutes from the meeting of January 12, 2006 as posted on the MCFTOA website. Motioned carried. II. TREASURER’S REPORT: The Treasurer’s Report was given verbally by Secretary Dan Gearhart. Per the Treasurer, there was no financial activity to report during the month of January 2006. The current checking account balance remains at $32,231.10. Motion by Stefani, second by Trenner to accept the Treasurer’s report as presented. Motion carried. Approval was given to pay an invoice from Federico Imprints in the amount of $136.21 for the purchase of an appreciation plaque for Polly Fry. The invoice will be turned over to the Treasurer for payment. Secretary Gearhart presented an invoice from the Chief’s Association in the amount of $65.00 for payment of the plaque for the outgoing President of the Training Officers Association. After a discussion on the matter, J. Trenner will address the issue with the current President of the Chief’s Association, Chief Harald Kelly. III. CORRESPONDENCE / ANNOUNCEMENTS: None received, no announcements. IV. COMMITTEE REPORTS: A. ICS Committee: J. Trenner reported that the all-risk Safety Officer class is scheduled for April 10-13, 2006 most likely at the CDF Expanded Dispatch. The instructor for the class will be John Hawkins. Flyer to be sent out soon. B. Wildland: M. Schuler reported that the Wildland Fire School is scheduled for June 8-11, 2006. Still looking to fill several key overhead positions. Hoping to stay within the County for the overhead positions and maintain the same qualifications for the assignments. All agencies are encouraged to look for personnel who could fill the current unassigned positions. C. Fire Library: No report. D. Programs: 1. Highway Traffic Safety: The Highway Traffic Safety Guidelines were sent to the County fire agencies in the first part of January via e-mail. The original guidelines were dated January 6, 2006. Some minor adjustments to the guidelines were made and a revision dated February 5, 2006 was drafted. Representatives from the Operations Committee approved the revision and the revised guidelines are in the process of being distributed to the County fire agencies. 2. Move-Up Drills: Per R. Lemos, the County fire agencies are behind schedule for conducting move-up drills. The Operations Committee will re-distribute the schedule for move-up drills hoping to get back on schedule. E. Training and Standards: No report F. Website: No report V. OLD BUSINESS: No old business to report. VI. NEW BUSINESS: A. Operations Manual: Per Ron Lemos,
the Operations Committee is in the process of updating the County Chief’s
Operations Manual including revising some of the current policies. The goal is
to have all the polices on a read-only CD that would be distributed to the
county fire agencies. The Operations Committee is currently focusing on the
Firefighter Safety System and the High-Rise policy for possible revisions.
Looking into adding a section in the Firefighter Safety System policy about the
use of T-Cards when an incident expanded beyond the resources of the Monterey
County fire agencies. The Operations Committee is hoping to have the CD ready
for distribution by March 2006. S. Turner stated that the Salinas FD will start having AWR 160 classes in the near future. Capt. Scott Healy with Salinas FD will be coordinating the classes. Contact Capt. Healy for any inquiries concerning the classes. Salinas FD will be starting a fire academy in June 2006. They will have about ten slots available if any agencies have people who need / want to attend the academy. They will also have space available for attendance during specific modules. Contact BC Sid Turner for further information. Per J. Pastore, the equipment from the OTS Grant will be available for pick up at North County Station #1 on February 15, 2006. CDF will be sponsoring a vehicle extrication class in the south county area in the near future. Contact BC Frank Orr for further information. Marina DPS is looking at conducting a live fire training
exercise in the Marina Heights area focusing on defensive operations using
aerial apparatus. They are looking at the end of February, first part of March
for the exercise. Would like to make the exercise county wide of regional in
possible. “Understanding The Dangers of Agroterrorism” training class on February 28, 2006 at the R.W. Nutter Conference Room, 1428-1432 Abbott Street, Salinas. Free of charge.
