Non-Members Present: II. Approval of Minutes: Review of the minutes from the meeting of November 8, 2007 hosted by the Marina Department of Public Safety recorded by Dan Gearhart. Motion by Dave Cruz, second by Doug McCoun, to accept and approve the minutes as presented. Motion carried. III. Treasurer’s Report: The monthly Treasurer’s Report was presented by Dan Gearhart on behalf of the bookkeeper Kathryn Pernet. Motion carried. IV. Correspondence: 1. Dave Sargenti reported that the Chief’s Association is now focusing on addressing the issues outlined in their strategic plan. Specific reports or issues from sub-committees will be addressed as needed. V. Committee Reports: A. ICS: There are 12 students signed up for the upcoming Planning Section Chief class. Cal Fire will be working with BLM to provide classes such as Crew Boss, Firing Operations, etc. instead of FMC. B. Wildland Committee: Report from Dave Sargenti that the dates of the Wildland Fire School have been confirmed with Range Control at Fort Hunter Liggett for June 5-8, 2008. Would like to have the Command Staff established by the end of January. Looking into doing blackllining a week or so prior to the school to avoid the issue of blacklining taking longer than expected. See Wildland Committee Minutes for specific details. C. Fire Library: Dave Sargenti is working to get the list of available resources posted on our website. The Office of Education is going through the process of updating their computer system. D. Programs: 1. The auto extrication class is scheduled for the spring of 2008. A flyer should be coming out soon. 2. Dave Sargenti reported that the South Bay Regional Training Consortium has taken over the police academy at Monterey Peninsula College. The PC 832 class is tentatively scheduled for May 12-16, 2008. This is a 40-hour class and we would not be able to get MPC hours reimbursement. The fee for the class is $110.00 with a 20 person minimum. More information to follow. E. Monterey Peninsula College: MPC hours from agencies are due on December 14, 2008. Dave Brown reported that Natalie went to Roseville to observe their training facility during the recent fire academy field trip. The MPC Public Safety Training facility planned for the former Fort Ord is moving along. F. Wellness and Fitness Committee: The Peer Fitness Trainer Certification Class is scheduled for March 17-21, 2008. Registrations are coming in so if local agencies want to have their personnel attend the class, they need to contact Michele Vaughn as soon as possible. VI. Old Business: 1. High-Rise Functional Exercise: Dave Sargenti reported that Stewart Roth is working on establishing the dates for the High-Rise Exercise. More information to follow. 2. Credit Card Transactions for Training Officers Website: Dan Gearhart reported that the two main companies that provide Internet based credit card transactions are “PayPal” and “Propay.” PayPal is about $360.00 a year and about a 3% per transaction fee. With PayPal, a person has the ability to click on a link on a website to securely pay for a product (or class). With Propay, the client provides a credit card number to the vendor and the vendor enters the number through the vendor’s account. The yearly fee for Propay is about $60.00 per year. Due to the annual cost, Gearhart recommended going with Propay. Concern about providing a credit card number with Propay as opposed to a secure direct connection with PayPal. The eventual goal is to have a website capable of handling a PayPal type of transaction. The decision was made to wait until a new website was established that could handle a PayPal type of system. VII. New Business: 1. Election of new officers for 2008. Per past practice, the Officers of the association would move up through the organization. Dave Cruz has agreed to move up to President and Dan Gearhart has agreed to move up to Vice-President. Dave Sargenti then opened nominations from the floor for the position of Secretary. Dan Gearhart nominated Doug McCoun as Secretary. Second by Rick Williams. Doug McCoun accepted the nomination. With no other nominations received for the position of Secretary, nominations from the floor were closed by Dave Sargenti. Motion was made by Dave Brown, second by Rick Williams to accept and approve the slate of officers for 2008. Motion Carried. Donation: On behalf of the Seaside Fire Department, Dan Gearhart would like to donate 32 “old-style” wildland fire shelters to the Monterey County Fire Training Officers Association for use in future wildland training opportunities. Donation was accepted without objection. VIII. Good of the Order: 1. Kevin Dougherty reported that the Fort Hunter Liggett Fire Department has a new training facility that is available for use by County Fire Departments. Contact Michael Hewston at 386-2527 for information. 2. Rick Williams reported that the Salinas Fire Department is hoping to expand the training facilities at Station #3. 3. Humberto Arista reported that North County is hosting a Driver Operator class on January 18-20 and 25-27, 2008. The cost is $215.00. 4. Dave Brown would like to express appreciation to Dave Sargenti for serving as the Monterey County Training Officers President for 2007. 5. Dave Sargenti expressed that he was very proud of the accomplishments for the Training Officers in 2007. During this past year, we hosted a Safety Officer class, a Fire Control V class, a Ventilation Class, an auto extrication class, sponsored local personnel to attend an auto extrication train-the-trainer class, and had a successful Wildland Fire School with 346 attendees and 70 engines. Average attendance at our monthly meetings was 10 and we started the year with over $37,000 dollars in assets and we are ending the year with over $33,000 in assets with nearly $17,000 in reimbursements expected in the next couple of months. Dave thanked the group for the support of the membership during this past year. IX. Adjournment: 1. Motion to adjourn by Dave Brown, second by Dave Cruz. Motion carried. #1 Loomis Report from Branches: Branch #1: Brett Loomis reported he hopes to have firing officers assigned to the branch to assist the branch instructors. Firing officers have been used in the past but lately the task of firing has been assigned to the branch instructors. If able to fill the need, branches should have separate firing officers. Branch #2 Doug McCoun – No concerns at this time Branch #3 – No Report Branch #4 – No Report Branch #5 – No Report Branch #6 – Patrick O’Connell – No concerns at this time. Safety Officer: Dan Gearhart reported that the standard is to have at least two safety officers per branch, with one of the safety officers certified from either line safety to a Type I, and the other may be a trainee. Gearhart will be working with the Medical Unit Leader to establish protocols, standards, and response procedures for the medical unit. Fort Hunter Liggett Fire: Dave Sargenti reported that Fort Hunter Liggett Fire is very supportive of the school and our efforts in working with them to accomplish their prescribed burning objectives. FHL Fire would like to plug in some of their chief officers in overhead assignments. Need to re-evaluate the use of Branch 7 to determine if the preparation needed is worth the effort. Would like to identify the various snags in the different branches to see if these can be addressed prior to the school. A lot of time is spent on the same snags year after year. Blacklinning: We would like to work with Fort Hunter Liggett to see if blacklinning can we accomplished a week or so prior to the school. Blacklinning efforts have carried over beyond Thursday which affects the amount of actual training. Need to take a close look at the specific areas that are black lined, especially next to current roads, to see if these previous standards need to be adjusted. Statement of Expectations: Agreement was made that a statement of expectations for attendees needs to be developed, beyond just a statement of insurance, that the head of each agency sending attendees would sign. The concern is that attendees are arriving at the school with very little wildland firefighting experience including off-road driving ability. This is important since many students may only attend one day of training, the final day, and have not had the opportunity to build upon the previous two days. Brett Loomis will work on developing a standard. Registration Packet: The goal is to have the registration packet finalized and available by February 2008. Agency Representative: Rick Hutchinson will serve at the local agency representative for CAL FIRE – BEU. Fort Hunter Liggett Representative: Captain Kevin Dougherty from FHL Fire reported that a concern expressed to him from the 2007 school was the payment for the campground. Need to have payment for the campground early. Apparently, there was plenty of available drip torch fuel. The challenge was to get the fuel to the branches. A fuel cache could be located on Milpitas Road for easy access to all branches. FHL Fire has a fuel tender that can bring drip torch fuel to the branches. Water Supply: Allan Zwingman reported that a few of the portable pumps experienced mechanical failures and trips had to be made to King City to locate parts. Would like to explore the possibility into renting some pumps. Zwingman will look into the costs of renting pumps. Tee Shirts: Dan Gearhart reported that we did really well selling tee shirts in 2007 even though the shirts were several years old. Gearhart suggested that we could modify our current logo to include wildland fire school language for shirts to sell at the 2008 school. Patrick O’Connell said he would work on some possible designs / logos.
