Meeting Minutes
November 9th 2006 @ Marina Department of Public Safety

Meeting Called to Order at 1040 hours by President Deano Lindsey

è    Based on the attendance of the meeting, President Deano Lindsey determined that a quorum was not present. Therefore, all business conducted was advisory only and no official action was taken during the meeting.

I.          Approval of Minutes from meeting of October 12, 2006:

            No action taken

II.        Treasurer’s Report

            No report received. No action taken.

III.       Correspondence/Announcements

We received one piece of correspondence. A bill from DMV in the amout of $10.00 for the registration of the TO’s Trailer.

IV.       Committee Reports:

A.        ICS Committee

  1. Incident Management Team- Further discussion regarding the concept of developing a County Incident Management Team for deployment to major incident that occur within the county. Chief Orman and Stefani presented information on the US Fire Administration courses designed to develop such a team. Stefani will be doing some follow-up on the proposed classes.
  2. Safety Officer- Stewart is working on getting the class here presented by Mike Bryant. There are some issues that Stewart will be working through.

B.         Wildland

The beginning stages of the School are starting. The dates for the school have been set as June 21, 22, 23, 24. These are go no go dates. It is anticipated that the first planning meeting for the school will be prior to the January Training Officers meeting. The goal is to fill all of the overhead positions by the February planning meeting. All agencies should begin to poll there folks who may want to participate in an overhead capacity at this years school. Those interested and the position requested should be forwarded to David Sargenti at dsargenti@salinasruralfire.com.

C.        Fire Library

General Discussion regarding the fire library and the annual cost of the library. It was determined that the TO’s will need to discuss this item and the associated dues for participation in the program at a meeting with a quorum.
 

The EMS 24-7 video program is up for renewal. Dave Brown is looking into enhancing the delivery of the program through a streaming source. The consensus is to continue with the EMS 24-7 series but the medium will need to be determined.

 

D.        Programs

Fire Control 5- Stewart proposed a Fire Control 5 class, Aircraft Rescue Firefighting Class for the month of February. The three day class would be offered twice once during the week and once on the weekend. More information to follow.

 

Highway Safety: There will be a meeting on November 16th , 1000hours at the Salinas Rural Administration Office regarding the proposed changes to the document. Contact Dan Gearhart for additional information.

E.         Training and Standards

            Nothing new to report  

F.         Website

There will be a meeting on Monday the 13th to discuss the Chief concept of the website. Chief Orman from North County Fire is the contact.

V.        Old Business

1.      Movement Drills- Sargenti discussed the movement drills concept  with the group. The idea to modify the current County Chiefs policy was breached at the last regular TO’s and Operations meeting. Sargenti is working on a revised draft policy regarding the annual movement drills. The basis for the drills would be a cooperative venture between the TO’s and Operations. Operations would determine the objectives and evaluators of the functional exercise. The TO’s would be responsible for planning and organizing an exercise to meet the identified objectives. More to follow.

President Lindsey will be sending out an email for nominations for the position of Secretary/ Treasurer for a December election.
