Meeting called to order at 1035 hours by President Deno Lindsey

I.          Approval of Minutes from meeting of October 13, 2005

Minutes of the October 13, 2005 had not been posted on the website and were not available at this time.  At 1114 hours, the minutes were from the previous meeting were distributed for review.  Motion by S. Roth, second by J. Trenner, to accept the minutes as presented.  Motion carried.

II.         Treasurer’s Report:

 The monthly treasurer’s report was presented by D. Gearhart on behalf of Treasurer Kathryn Pernet.

III.        Correspondence / Announcements:

            None received, no announcements.

IV.       Committee Reports:

A.        ICS Committee:

1.         J. Trenner expressed a need for a Safety Officer class in the near future.  S. Roth distributed a proposal for a S-401 Safety Officer (all-risk) class taught by Mike Bryant with tentative dates of January 9, 10, & 11, 2006 with an estimated cost of $8850.00.  It was decided that a second proposal should be obtained.  J. Trenner said he would get a proposal from John Hawkins for the same class.  For either class, we would need to have a person or an agency handle the registration. 

2.         D. Lindsey hoped that we would be able to provide classes for Logistics, Planning, etc. certifications in 2006.  R. Stefani indicated that there has been some discussion on formalizing a management team for our local area that would tie into the Department of Homeland Security goals and funding opportunities.  Providing these classes would help in assembling a management team available at our local level.  J. Trenner and S. Roth will work on establishing a list of classes that would meet this need.

3.         D. Lindsey expressed a need for an I-200 class in the near future.  S. Roth indicated that MPC is able to provide an I-200 class as needed.  Roth reported that an I-300 and I-400 class will be taught from January 23-27, 2006 hosted by the U.S. Coast Guard.  Information on the class will be available in the near future. 

B.        Wildland:

1.         Division Chief Miles Schuler will be the Incident Commander for the 2006 Wildland Fire School.  The first meeting for Wildland Fire School will be on February 9, 2006 at 0930 hours at North County FPD.  Members of the Training

          Officers are encouraged to brainstorm ideas prior to that meeting on any concerns, changes, different directions, different priorities, etc. for the 2006 Wildland Fire School.  Some ideas currently being discussed include more emphasis on overhead position development, task book sign-off / completion, limiting school to Monterey County agencies only, keeping school open to out of county agencies, etc.  Ideas should be brought to the first meeting for discussion. 

C.        Fire Library:

1.         The new Forceable Entry video series has been received and is now available at the Fire Library.  The series includes five videotapes on forceable entry. 

2.         D. Sargenti reported that the 24/7 EMS series is available for purchase for the calendar year 2006.  The cost for the one-year subscription is $690.00 in VHS format.  Motion by S. Roth, second by R. Stefani to purchase the 2006 24/7 EMS series for $690.00 in VHS format.  Motion carried.  Invoice provided to D. Gearhart for ordering and payment by the Treasurer. 

D.        Programs:

1.         No information from the Monterey County Chief’s Association concerning the review of the Highway Traffic Safety Guidelines by law enforcement.  The guidelines were presented to the County Chief’s in May of 2005 after a 30-day review period by the Chiefs.  The Training Officers feel that enough time has passed for review by law enforcement and are recommending to the County Chief’s Association that the guidelines be forwarded to the Operations Committee for formal adoption and inclusion in the Monterey County Fire Chief’s Operation Manual.  The group agrees that a letter of recommendation needs to be delivered to the Chief’s Association by their next meeting on November 16, 2005.

G.        Golf Tournament

As reported at a previous meeting, the golf tournament has been cancelled due to increased costs.

V.        Old Business

1.         J. Artiaga inquired if any agency was planning to conduct any formalized training with West Med specifically relating to interaction with the ambulance crew and fire station personnel.  R. Stefani recommended that each agency that will be having a West Med ambulance in their station develop and adopt procedures outlining the expectations of both West Med and the agency while interacting at the fire station.  Having a clear set of procedures will help to avoid any future interaction challenges or misunderstandings. 

2.         D. Sargenti reported that the Fire Districts Class went very well with 25 students in attendance.  The class was hosted by Salinas Rural and North County and the Training Officers should break even for the class or make about $6.14 in profit.

3.         A Rapid Intervention Crew tactics class was recently conducted at Fort Hunter Liggett sponsored by the Training Officers.  Reports are that the class went well.

VI.       New Business:   

1.         R. Stefani reported that the State Fire Marshal’s Office is looking at re-organizing State Fire Training.  There is discussion that State Fire Training is considering going with the NFPA standards for certification programs.  S. Roth will distribute a survey from the State Training and Education Advisory Committee that is looking for input on a variety of issues and challenges that are currently facing State Fire Training.  The surveys are due to STEAC by January 1, 2006.  Along with the survey, S. Roth will distribute a white paper titled “Adopting NFPA Standards for Firefighting Certification and Training in California. 

2.         Being this is the last meeting before new officers are elected in December, election of Officers needs to take place.  A motion was made and a second was received for the following slate of officers for 2006:

3.         For 2006, minutes will be sent via e-mail to all active members based on a list established of paid members by January 31, 2006. 

4.         Recognition will be made to Polly Fry at the Chief’s Installation Dinner in January 2006 for her years of service with the Training Officers Association.

5.         J. Trenner introduced Dave Cruz as the representative from the Airport FPD for the Training Officers Association.

VII.      Good of the Order:

1.         J. Trenner reported that Pacific Grove Chief Andrew Miller will be the Fire Chief in Carmel and Division Chief Dave Brown will handle Operations for the Carmel Fire Department under a contract with the City of Pacific Grove. 

2.         Per S. Roth, the Monterey Fire Department will be hosting an AWR 160 class in the near future.  Details of the class will be available soon.

3.         Fire Chief Harald Kelly presented to the Training Officers Association an opportunity for live fire training in the City of Marina at the Marina Heights development site.  Chief Kelly stated there are numerous buildings available for both live-fire and non live-fire training.  Chief Kelly requested that if any agencies have a desire to use the buildings, that a letter be sent to him requesting to use the buildings, or a building for training.  With this opportunity, the Training Officers will work towards developing a regional training exercise that could involve overhead personnel development as well as fireground tactics and operations.  R. Stefani and B. Hinkley will serve on a committee to explore the possibility of regional training at the Marina Heights development site.

4.         On behalf of the overhead team, D. Gearhart thanked those agencies and overhead personnel that participated in the Parker Flats Habitat Management Plan / Fire Department Training Exercise.  All participants reported there were good training opportunities present during the burn including fire behavior observation, firing operations, fire suppression tactics, pumping procedures, vehicle operations, and overhaul procedures.
