Meeting Minutes – October 12, 2006

 Meeting called to order at 1054 hours by Vice-President Dave Sargenti

Ø      Based on the attendance of the meeting, Vice-President Dave Sargenti determined that a quorum was not present.  Therefore, all business conducted was advisory only and no official action was taken during the meeting.

I.          APPROVAL OF MINUTES:

Minutes of the September 14, 2006 meeting were presented by Secretary Dan Gearhart.  No action taken.

II.         TREASURER’S REPORT:

The Treasurer’s report was presented by Secretary Dan Gearhart.   

Beginning Checking Account Balance as of 09-01-06:               32, 622.85

Expenditures:            None                                                           

Revenue:                    None

Ending Checking Account Balance as of 09-30-06:                     32,622.85

Certificate of Deposit:

 No action taken on the Treasurer’s Report.

III.        CORRESPONDENCE / ANNOUNCEMENTS:

1.         Received an e-mail from Division Chief Paul Goodwin thanking the Training Officers for all their hard work. 

IV.       COMMITTEE REPORTS:

A.        ICS Committee:

1.         Type III Management Team Development Committee met on September 19, 2006 to discuss the conceptual issues of the proposed team.  John Trenner will serve as the chairperson of the committee. An initial concept is that deployment can be in the form of the entire team or individual components as needed.  The Training Officers can assist in the development of the team by sponsoring training classes that support the various positions.      

2.         Safety Officer Class – Still set for February 2007. Trenner will coordinate with Instructor and class details.  Need to officially confirm dates, times, and location in the near future.

3.         The Training Officers are still committed to provide more classes in the following year to include such classes as Strike Team Leader, Operations, Safety, Division/Group Supervisor, etc.   

            B.        Wildland Committee:

1.         It was agreed by the members present that an emphasis will be placed on a revitalization of the Wildland Fire School. 

The Training Officers would like the support of the County Chiefs to encourage more participation from individual agencies to fill the needed overhead positions.  A goal is to have the all the overhead positions filled by December 31, 2006 for the 2007 school.  The dates for the 2007 Wildland Fire School are June 21, 22, 23, 24, 2007.  Dave Sargenti will speak to Miles Schuler concerning the Incident Commander position.   

C.        Fire Library:

1.         After conducting some research, Dave Sargenti reported that an existing agreement between the Training Officers and the Board of Education called for the TO’s to pay an annual fee of 40% collected of the annual library dues for use of the fire library. Apparently, the Board of Education was not in the habit of invoicing the TO’s but rather just waited for the check to arrive.  The Board of Education has since called saying they have yet to receive the 2006 payment.  Since we are still under obligation to pay an annual fee, it was agreed that we would pay $1240.00 to the Board of Education, the same as in 2005, for the 2006 annual fee.              

D.        Programs:

1.         Highway Traffic Safety:

D. Gearhart reported that the County Chiefs have decided to accept the changes to the Highway Traffic Safety Guidelines as proposed by law enforcement.  The County Chiefs have directed the Training Officers to revise the Highway Traffic Safety Guidelines incorporating the proposed changes.  D. Gearhart will reconvene the Highway Traffic Safety Guidelines Sub-Committee to revise the document.

E.        Training and Standards:

1.         Dave Sargenti reported that the County Fire Chiefs are in the process of a re-organization that would shift the responsibilities of various committees.  

F.         Website:

1.         No new information on the Fire Chiefs developing their own website.  

V.        OLD BUSINESS:

1.         Movement Drills:  Dave Sargenti reported that he brought up the issue about revamping the movement drills with the Operations Committee.  Sargenti said he conveyed to the Operations Committee that the TO’s are willing to take on the responsibility of planning the proposed drills and that the Operations Committee will still oversee the evaluation process and the appropriate follow-up with the County Chiefs.  Sargenti reported that the Operations Committee took the proposal from the TO’s under advisement.   

VI.       NEW BUSINESS:

1.         No new business items.

VII.      GOOD OF THE ORDER:

1.         Michael Hewston from Fort Hunter Liggett Fire reported that the fort is still working on the main runway project.  They are still conducting small prescribed burns but generally the seasonal prescribed burning has been concluded for 2006.  Burning usually begins in May of each year depending on environmental conditions. 

2.         Jacob Artiaga reported that Soledad FD is planning on hiring two fulltime firefighters and twelve part-time firefighters.  They are also setting up an in-house academy for the part-time personnel and are looking for input from other agencies about in-house academies. 

3.         Brad Hinkley reported that there are numerous development projects going on, and in the planning stages, in Marina.

4.         Nominations of officers for the Training Officers Association in 2007 will be occurring in the near future.
