Carmel Valley FPD Chief Schuler stated that the first priority would be to establish the command and general staff positional assignments as soon as possible. Chief Sargenti discussed a proposed organizational chart with the following positional assignments established: Incident

Director David Brown At this time, the following positional assignments remain unfilled: Deputy Operations Chief Schuler stated that the official training support request has not been turned into FHL as of yet since the dates of the school are still pending. Schuler said he has received an e-mail from Kevin Dougherty of Fort Hunter Liggett FD saying that the available days include the first weekend in June. Based on past experience, it was decided that the first weekend in June is the best time to conduct the school. At this time, the proposed dates of the wildland fire school are June 1-3, 2007. Schuler will check with Kevin Dougherty to see if the first weekend in June includes May 31st which would be the Thursday before the school. For a full three-day school, Thursday is needed for preparation and fire break construction. It was decided that if the school had to be cancelled due to unfavorable conditions, then the MCFTOA would work with Forth Hunter Liggett Fire to make training opportunities available during the summer for Monterey County fire agencies to participate in FHL’s prescribed burning program. Schuler said that the position of Finance Section Chief needs to be filled since Leslie Fenton is now working for the City of Carmel and is unavailable to fill this position. Dan Gearhart said he would check with the MCFTOA’s Treasurer, Kathryn Pernet to see if see would be willing to handle the finances. If this is the case, inquires concerning the school would need to be directed to a member of the command staff rather than Kathryn. Logistics: An advantage of having the school in the early part of June is that support from CDF is more likely than later in the year. During this time frame, CDF could provide food support. We are looking once again to utilize the campgrounds at FHL and on-site fueling. Plans: Chief Orman stated that he has maintained the sections of the IAP from last year and has converted them to an Excel based format. Chief Orman said he is using an ICS software program that automatically transfers inputted information from one form to another. Chief Orman said he is developing a check-in process for the school. Safety: Chief Gearhart said that he is working on finding Safety Officers for the school. The goal is to have one Safety Officer per Branch. Gearhart said he will contact the persons on the county list and then go out-of-county if needed. Gearhart said he will work with Logistics in filling the Medical group positions and will contact CHP HT-70 to see if they are available for EMS aircraft stand-by. Michael Hewston said that FHL Fire has two BLS ambulances that have the ability to transport if needed. Hewston said a possibility is that FHL Fire could staff an ambulance and that we could provide a paramedic to ride on the ambulance. Westmed had agreed to provide standby during the school last year and it is unknown if they would be able to provide the same this year. Communications: Schuler said he would contact Chief Tom Reeves in Foster City to see if he is available as a Communications Unit Leader. Roll Call - Meeting Attendees: II. Approval of Minutes: Review of the meeting minutes of December 14, 2006 as presented by Secretary Dan Gearhart. Motion by Ron Stefani, second by Doug McCoun to accept and approve the minutes as presented. Motion carried. III. Treasurer’s Report: The monthly treasurer’s report was presented by D. Gearhart on behalf of Bookkeeper Kathryn Pernet. Beginning balance as of 11-30-06: $31,274.0 Expenses: Franchise Tax Board 10.00 James Calandra – Legal Expenses 434.50 Total Expenses for December 2006: 444.40 Income: Membership Dues 90.00 Total Income for December 2006: 90.00 Ending Checking Account Balance as of 12-31-06: $30,919.50 Certificate of Deposit: $6,467.27 Total Assets: $37,386.77 Motion made by Ron Stefani, second by Michael Hewston, to accept the Treasurer’s Report as presented. Motion carried. IV. Correspondence / Announcements: None received, no announcements. V. Committee Reports: A. ICS Committee: 1. Per the December 2006 minutes, the Safety Officer class is scheduled for either April 8th and 9th or 22nd and 23rd. Class to be taught by Kurt Hawkins. John Trenner is coordinating the class. More information to follow. 2. There is interest in hosting a Strike Team Leader class in the near future, hopefully in the spring of 2007. Will refer to Programs Committee. 3. Work is continuing on the proposed countywide Incident Management Team. A presentation on developing and implementing an IMT will be made to the County Chiefs by Ron Stefani during their monthly meeting on January 17, 2007 in Pacific Grove. B. Wildland Committee:1. The Wildland Committee met for the first time in 2007 prior to the TO meeting to start the planning process for the 2007 Wildland Fire School. Miles Schuler will serve as the Incident Commander for the school. Due to a Fort Hunter Liggett training conflict, the proposed dates of the school were moved to June 1-3, 2007. Currently working on filling the personnel assignments and coordination with the Fort Hunter Liggett Fire Department. Minutes of the Wildland Committee Meeting will be posted separately on the website. C. Fire Library: 1. Per Dave Sargenti, Dave Brown is working with Monterey Peninsula College to have the EMS 24/7 Program placed on the MPC website as a streaming video. If this works and is effective, there is interest in placing other programs on the MPC website that can be viewed via streaming video. 2. Based on the decision during the December 2006 Training Officers meeting, Fire Library dues will be re-established annually at $200.00 for a fulltime agency, and $100.00 for a volunteer agency. Invoices for the 2007 Fire Library Dues will be sent out in the near future. D. Programs: 1. Fire Control V - The Fire Control V class sponsored by the MCFTOA is scheduled for February 20-22, 2007 at the Monterey Peninsula Airport and February 23-25, 2007 at the Salinas Airport. Cost is $90.00 for the three-day class that includes lunch each day. The class flyer is posted on the website. 2. Highway Traffic Safety - Dan Gearhart reported that an e-mail was just received this morning from Chief Harald Kelley stating that the Monterey County Police Chiefs Association had re-reviewed the Highway Traffic Safety Guidelines that included input from law enforcement. Chief Kelley indicated that the law enforcement review committee was recommending to the Police Chiefs Association that the guidelines be approved and endorsed. E. Training and Standards: 1. After general discussion, it was agreed that this committee should be re-named to “Fire Chiefs Liaison” since the original purpose of “Training and Standards” was no longer active. For future meetings, this report will be by the Training Officers President, or representative, on relevant issues from the Fire Chiefs Association or directives given to the Training Officers by the Chiefs Association. F. Website: 1. Chief Orman stated that the County Fire Chiefs website is now up and running. As with any new website, the site is under construction and new items are continually being added. The goal is to have information from the various sub-organizations under the Fire Chiefs posted on the website. The site can be accessed at www.montereycountyfirechiefs.org G. California State Fire Academy at Monterey Bay / MPC 1. Per Dave Sargenti, Natalie has reported that the California Fire Academy at Monterey Bay is in the process of moving to Fort Ord and the move should be completed soon. The Fire Academy will be using classroom space at the Monterey College of Law.
VI. Old Business:
1. Mutual Aid Training Plan - Dave Sargenti reported on the work being done on the re-write of the Annual Mutual Aid Training Plan. The draft plan was sent via e-mail to all MCFTOA members last month for review. Sargenti reported that he has not received any input as of yet. Sargenti asked that any input on the draft should be sent to him prior to the next meeting. 2. Membership – Dan Gearhart reported that 2007 dues invoices were sent to all Monterey County fire agencies in November 2006. Starting in 2007, agendas and minutes will only be sent to members of the association based on dues payment. Dan Gearhart reported that since we are a Non-Profit Public Benefit Corporation, it is important that we follow the corporation by-laws as closely as possible. To that end, only active members will be allowed to make motions and vote during future meetings based on the yearly membership roster. Dave Sargenti stated that our current by-laws states that a quorum is 15% of the membership for a general membership meeting. For a roster of 17 members, 2.55 members present would constitute a quorum. Sargenti said that having only 2-3 members present to conduct business might not be in the best interest of the corporation. Sargenti suggested that a more realistic percentage would be at least 30%, which would require at least 5.1 members present for a quorum based on 17 members. Sargenti requested that suggestions be brought to the next meeting for further discussion. 3. Chris Smith Retirement Presentation – Deano Lindsey reported that due to time constraints, we were not able to obtain a plaque for presentation at Chris Smith’s retirement dinner. (As a follow-up to this item, a paper certificate was presented to Chris Smith at his retirement dinner from the MCFTOA, and he has since received an official plaque of appreciation.) 4. 2007 Meeting Schedule – Dan Gearhart issued a 2007 meeting schedule and has since made the correction switching Pacific Grove with North County for the January / February meeting. There was some discussion on the meeting location in June at Soledad, which is scheduled for after wildland fire school. In June of 2006, a site visit was conducted at Fort Hunter Liggett following the Training Officers meeting. This site visit was based on the WFS being moved to July of 2006 and at the time it was convenient to schedule a site visit in early June. With WFS in early June, a site visit would need to be conducted in May of 2007. It was agreed to leave the June 2007 meeting in Soledad. 5. Purchase of New Laptop Computer and Projector – No updated information on this item. 6. Wellness and Fitness Program – Deano Lindsey said he has not spoken with Jeff Fields concerning the program recently. Dave Sargenti said that he will be meeting with Jeff soon and will discuss the issue with him. VII. New Business: 1. Goals for 2007 - Dave Sargenti said that he would like to establish goals for 2007 for the MCFTOA. Sargenti said that good progress was made last year with moving towards accomplishing our yearly goals. Sargenti would like input from all the membership in establishing a set of goals for 2007. It was agreed that providing and coordinating more training classes in the future should be our priority. It was recognized that with the new emphasis on incident command relating to Homeland Security there are opportunities for the MCFTOA to provide and teach incident command classes to government employees such as IS-100, IS-200, and IS-700 within Monterey County. Chief Orman stated that as the President of the Monterey County Fire Chiefs Association for 2007, he would encourage all fire service agencies, through the Fire Chiefs, to promote more participation from all ranks in the various groups, associations, organizations, and committees that support the mission and direction of the fire service in Monterey County. VIII. Good of the Order: 1. Rick Williams of Salinas Fire reported that he has secured the training site for the Fire Control V class at the Salinas Airport. Rick Williams reported that their new truck is in service. Williams stated that the truck was previously used last year for the television program “Rescue Me.” 2. Deano Lindsey reported that for those members of the Training JPA, the Fireblast Trailer is still down for repairs. 3. Chief Orman reported that he would like to conduct a golf tournament during Fire Prevention Week in 2007. More information to follow. 4. Jacob Artiaga reported that the Soledad Fire Department is starting their first new firefighter academy in the near future. Artiaga asked that if anybody is available to teach subjects he would be happy to have them provide the service. 5. Michael Hewston reported that Fort Hunter Liggett FD is working on developing a smoke mask confidence training prop and a burn trailer prop. 6. Dan Gearhart reported that Seaside is starting a Reserve Firefighter Recruitment in the very near future with the hopes of increasing the number of Reserve Firefighters. Gearhart reported that future plans include a second station either with the City of Marina as part of a JPA or separately as the Seaside Fire Department. IX.
