Based on the attendance of
the meeting, President Deano Lindsey determined that a quorum was not present.
Therefore, all business conducted was advisory only and no official action was
taken during the meeting.
I. APPROVAL OF MINUTES:
Minutes of the August 10, 2006
meeting were presented by Secretary Dan Gearhart. No action taken.
II.
TREASURER’S REPORT:

III.
CORRESPONDENCE / ANNOUNCEMENTS:
1. President Lindsey reported that the contract with Monterey
Peninsula College has been received and renewed.
IV. COMMITTEE REPORTS:
A. ICS Committee:
1.
Type III Management Team Development Committee – J. Trenner reported that an
initial planning / development meeting has been scheduled for September 19, 2006
at 1000 hours at CDF Expanded Dispatch. The goal is to have the team developed
and the personnel identified in the near future and to conduct training sessions
over the winter.
2. Safety Officer Class – J. Trenner
proposes to move the class to the February 2007. Trenner will coordinate with
Instructor and class details.
3. An agreed goal of the Training
Officers is to offer ICS and other classes in 2007 at an inexpensive rate.
B. Wildland Committee:
1. It was agreed by the members present
that an emphasis will be placed on a revitalization of the Wildland Fire
School.
The Training Officers would like the support of
the County Chiefs to encourage more participation from individual agencies to
fill the needed overhead positions. A goal is to have the all the overhead
positions filled by December 31, 2006 for the 2007 school. The dates for the
2007 Wildland Fire School are June 21, 22, 23, 24, 2007.
C. Fire Library:
1.
A reminder that the Fire Library dues will be waived for 2006 and will resume
again starting January 1, 2007. A recommendation by the Executive Board that a
flat rate of $50.00 per year be established for any department that wants to
participate in the Fire Library. The proposed lowering of the fees to a flat
rate is designed to encourage more participation from County fire departments.

D. Programs:
1.
Highway Traffic Safety:
D. Gearhart reported that the
County Chiefs have decided to accept the changes to the Highway Traffic Safety
Guidelines as proposed by law enforcement. The County Chiefs have directed the
Training Officers to revise the Highway Traffic Safety Guidelines incorporating
the proposed changes. D. Gearhart will reconvene the Highway Traffic Safety
Guidelines Sub-Committee to revise the document.
E. Training and
Standards:
1.
Dave Sargenti reported that the County Fire Chiefs voted to receive a proposal
from Jeff Fields on a countywide wellness and fitness program. The County
Chiefs wanted the program to go through the Training Officers. Dave Sargenti
said he would speak with Jeff Fields and confirm with him that he would be
developing the program.
F. Website:
1.
The Fire Chiefs are obtaining costs associated with developing their own website
(www.mcfca.org)
(Currently not a valid address). The Training Officers agreed that they would
support a County Fire Chiefs website.
V. OLD BUSINESS:
1.
Movement Drills: The executive committee of the Training Officers would like to
see the movement drills be more of a functional exercise rather than a “movement
exercise.” It was agreed that the original purpose of the movement drills was
to exercise our mutual aid plans. Since the local fire service was become much
better at localized mutual aid, the drills would serve a better purpose of
regional functional exercises rather than the movement of personnel and
equipment. Dave Sargenti will meet with the Operations Committee to explain our
position on the movement drills.
VI. NEW BUSINESS:
1.
No new business items.
VII. GOOD OF THE ORDER:
1.
Membership Dues: Invoices to be sent out in October – November of 2006 for the
2007 calendar year. Dues are $10.00 per year for individual memberships
2.
The executive committee of the training Officers plans to meet prior to the end
of the year to establish goals for 2007.
3.
Salinas Fire is hosting the fire command series of classes including ICS
classes. Contact Gina Aubrey for additional information.
4.
Hope to have the 2007 meeting schedule of the training officers established by
December 2006.
