Association Meeting called to order at 1034 hours by Vice-President David Sargenti. Meeting Attendees:

Salinas Rural FPD I. APPROVAL OF MINUTES: Motion by J. Trenner, and second by S. Roth to accept the minutes of the July 13, 2006 meeting as sent to the membership by e-mail and posted on the MCFTOA website. Motion carried. II. TREASURER’S REPORT: The Treasurer’s report was presented by Secretary Dan Gearhart. Beginning Checking Account Balance as of 07-01-06: 32, 662.85 Expenditures: None Revenue: None Ending Checking Account Balance as of
07-31-06: 32,662.85 Total Assets: 39,072.75 Motion by S. Roth, second by R. Foster, to accept the Treasurer’s Report as presented. Motion carried. III. CORRESPONDENCE / ANNOUNCEMENTS: No correspondence received. No announcements to make. IV. COMMITTEE REPORTS: A. ICS Committee: 1. Type III Management Team Development Committee – J. Trenner reported that an initial planning / development meeting has been scheduled for September 12, 2006 at 1000 hours. The goal is to have the team developed and the personnel identified in the near future and to conduct training sessions over the winter. 2. Safety Officer Class – J. Trenner proposes to move the class to the winter to better facilitate the schedule of the Instructor. J. Trenner will coordinate with Instructor and class details. B. Wildland Committee: 1. A discussion was held concerning the difficulty of holding Wildland Fire School during the middle of July. Suggestion was made by J. Trenner that we establish a date for the 2007 school and stay with the proposed date. S. Roth suggested that we also have a date for a mini-school if situations occur that would cause the school not to happen on the scheduled date. It was discussed that even trying to do a mini-school later in the summer would be difficult. A motion was made by S. Roth and second by R. Foster that the dates for the 2007 Wildland Fire School be scheduled for June 21, 22, 23, 24, 2007. Positional assignments to be determined at a later date. C. Fire Library: 1. A reminder that the Fire Library dues will be waived for 2006 and will resume again starting January 1, 2007. D. Programs: 1. Highway Traffic Safety: D. Gearhart reported that law enforcement had reviewed and submitted their proposed changes to the Highway Traffic Safety Guidelines. The County Chiefs have been given copies of the proposed changes and D. Gearhart distributed copies of the proposed changes to the membership of the Training Officers. Law enforcement would like to see the guidelines generally less specific and convey that traffic control is generally the responsibility of law enforcement along with law enforcement having incident command responsibility on the roadways. It was agreed to wait and see what the feedback is from the County Chiefs at their next meeting on August 16, 2006 on the proposed changes. E. Training and Standards: 1. No Report F. Website: 1. The Fire Chiefs are obtaining costs associated with developing their own website (www.mcfca.org) (Currently not a valid address). The Chiefs hope to have costs for the next Chiefs meeting on August 16, 2006 V. OLD BUSINESS: 1. Move – Up Drills. Gearhart reported that the committee has not met yet to work on revising the move-up drill policy. VI. NEW BUSINESS: 1. No new business items. VII. GOOD OF THE ORDER: 1. Marina DPS, along with the MPC Fire Academy will be hosting a live fire training exercise in the Marina Heights Development Area on August 19, 2006. Contact Brad Hinkley of Marina DPS if any agencies would like to participate. 2. Catey Trenner reported that fire season is in full swing and there have been several promotions to chief officer positions within the Ranger Unit. Curt Itson has left the Unit and how is assigned to the Bishop area. 3. Stewart Roth reported that there will be a USAR / SAR joint practical training exercise on September 19, 2006. Roth extended an invitation to Chief Officers in Monterey County to fill overhead positions during the exercise. The exercise calls for three operational periods during the extended exercise. Stewart Roth reported that the Monterey Fire Department will be hosting a class titled: “Your ‘Air Aware’ Organization” on August 18, 22, 25, 28, 30, and 31, 2006 taught by Jeff Seaton of SJFD. Stewart Roth also reported that Monterey Fire will be hosting a class titled: “Leadership, Functional Boss Behaviors” on October 17, 18, and 19, 2006 taught by Retired Chief Brunacini. A flyer will be sent out soon. 4. Mike Hewston from FHL Fire reported that they will be training with military personnel who are on the base for training exercises. Prescribed burning has been halted during the training exercises. 5. John Trenner reported that the Airport will be holding a tabletop exercise with the FAA on August 14, 2006 at 1000 hours. 6. Ron Stefani reported that North County is currently going through personnel testing and is bringing on 10 new Reserve Firefighters. 7. Natalie Rodda reported that MPC will be opening a mini-campus in Marina in the near future. Effective January 1, 2007, the Fire Academy at Monterey Bay will be moving to the former Fort Ord. Office and classrooms will be in the area and buildings of the Monterey College of Law. MPC will be offering an Ethics Class in November 2006. This class is required for persons teaching through MPC. MPC is planning a Firefighter II class in the fall. 8. Doug McCoun reported that California State University, Long Beach is starting a Bachelors Program in the area. D. Gearhart reported that he has just finished the CSULB Bachelors Program and is available to answer any questions about the program that prospective students may have. Doug McCoun reported that County Communications is working on a goal of having 95% radio coverage throughout the County. The repeater for the Homeland Security Frequencies is in place but the program is not operational as of yet. 9. Dave Sargenti reported that Chief Negro’s retirement party is on August 12, 2006 in the Media Center at Laguna Seca. VIII. ADJOURNMENT: Motion made by S. Roth, and second by J.
