Meeting Minutes - August 9, 2007

Meeting called to order at 1040 hours by President David Sargenti.

II.         Approval of Minutes:

Review of the meeting minutes of July 12, 2007, held at the Salinas Fire Department recorded by Dave Cruz.  Motion by Brad Hinkley, second by Joe Pastore, to accept and approve the minutes as presented.  Motion carried.

III.        Treasurer’s Report:

The monthly treasurer’s report was presented by D. Gearhart on behalf of Bookkeeper Kathryn Pernet.

Motion made by Rick Williams, second by Joe Pastore, to accept the Treasurer’s Report as presented.  Motion carried.

IV.       Correspondence / Announcements:

1.         Received a letter from John Charcho, Fire Chief of the Ben Lomond Fire Protection District thanking the MCFTOA for allowing the agencies of Ben Lomond, Branciforte, Boulder Creek, Felton, Scotts Valley, and Zayante Fire Protection Districts the opportunity to participate in the 2007 Wildland Fire School.  The Chief sated that the school was a huge success and that the agencies of the San Lorenzo Valley learned a tremendous amount about Wildland fire operations and became even more familiar with their fire apparatus in off road situations.    

V.        Committee Reports:

A.        ICS Committee:

1.         Strike Team Leader / Division Group Supervisor Class – No Report 

2.         Incident Management Team – No Report

3.         John Owens reported that BEU – CAL FIRE is planning on conducting Line EMT, Strike Team Leader, and Division Group Supervisor in the near future.

B.        Wildland Committee:

1.         Dave Sargenti reported that he is working with Range Control at FHL to establish firm dates for the 2008 WFS.  At this time, it looks like May 30 – June 1, 2008 are the dates but other dates in June 2008 may be available.

 

2.         Dan Gearhart reviewed a draft financial statement for the 2007 Wildland Fire School.  All invoices have been received and paid and money is still coming in for fuel reimbursements.

1.         No Report 

            D.        Programs:

1.         Per Dave Sargenti, Stewart Roth will be presenting a proposal for a high-rise training program to occur in October 2007.  Roth should have a proposal for a high-rise class and a plan for a high-rise exercise by next meeting.   

2.         Auto Extrication – Train the Trainer.  Joe Pastore reported that he is planning an Atuo Extrication Train-the-Trainer class taught by Ron Moore in November or December.  OTS Grant money will pay up to $15,000 for instructor costs.  Pastore also reported that following the train-the-trainer class, he is planning a 2-3 day auto extrication class using the instructors that were sponsored by the Training Officers at the recent class in Riverside.  The group agreed that the auto extrication class should be in February or March of 2008.  Pastore with coordinate both classes.  The TO’s would like to ensure that the auto extrication class is SFM certified.

3.         PC832.  Dave Sargenti said that he is working with MPC to have a fire service related PC 832 class in November – December 2007.  The MCFTOA would sponsor the class.  More information to follow.     

E.        Website:

F.         California State Fire Academy at Monterey Bay / MPC:

1.         No Report 

2.         Dave Sargenti stated that a meeting will be held on August 13, 2007 in the Sam Karas Room at MPC at 3:00 PM on the status of the MPC Public Safety Training Facility.  It was agreed that the Monterey County fire service needs to ensure that needs and desires of the fire service for the facility are considered on an equal level with law enforcement.  The MCFTOA encourages a good attendance from the fire service at the meeting. 

            G.        Wellness and Fitness Program:

                        1.         No Report

VI.       Old Business:

1.         Mutual Aid Training Plan:

As part of the new mutual aid training plan, a high-rise drill is scheduled for October 2007 hosted by Monterey FD. Roth will submit the training plan in the near future. 

VII.      New Business:

1.         Life Hazard Zones – Dave Sargenti reported that the Operations Committee is looking to incorporate the new FIRESCOPE procedure of Fire Hazard Zones in into the Fire Chiefs Operation Manual.  John Owens pointed out that the Life Hazard Zone procedure appears to be in conflict with CAL Fire Policies on flagging hazards.  Sargenti said that the Training Officers might be asked to provide training on the procedures once they are adopted by the County Chiefs. 

VIII.     Good of the Order

 

            1.         Seaside is expecting delivery of their two Type I engines by the end of the month.  In order to meet NIMS requirements, Seaside is having     all fire department employees complete the NIMS IS-100 and IS-200.  All chief officers are taking IS-800.  Gearhart reminded the group that the deadline for NIMS 2007 training requirements is September 30, 2007.    

 

2.         BEU- CAL FIRE.  John Owens reported that BEU CAL FIRE is participating in a program that provides positional assignment trainees for wildland incidents.

 

3.         Brad Hinkley reported that Marina has received their new Type I engine and it should be in service soon.

 

4.         Rick Williams reported that Salinas’ new Type III engine should arrive soon. Salinas is focusing on wildland training and recently received a wellness and fitness grant.  Salinas Fire is working with the Ammonia industry on providing Ammonia Safety Training on September 13 & 14, 2007.  The training will involve actual ammonia releases at the MOUNT Site on Fort Ord. The County Hazmat Team will be involved in the training.

5.         Joe Pastore reported that James Stone from LN Curtis & Sons will be putting on a class from August 30-31, 2007 on new extrication products.  Contact Joe Pastore for more information.

6.         Rich Foster reported that Spreckles will be getting a grant for SCBA’s and a cascade system.  Foster also reported that Soledad will be getting three full time Captains, and a new engine, and moving towards 3.0 staffing.
