MEETING MINUTES OF June 13, 2002
CDF Headquarters – Expanded Room

Call to Order: President David Brown called the meeting to order. Meeting started at 1030 hrs.

  3. Approval of Minutes:
  4. Motion for approval of May 17, 2002 minutes by Miles Schuler. Seconded by John Trenner. Motion passed.

  5. Treasury Report:
  6. Beginning Balance of $18,418.06
    Total Inflows 6,457.00
    Total Outflows 734.65
    Ending Balance of $24,140.41
    Treasurer’s Report approved by Miles Schuler. Seconded by John Trenner.

  7. Correspondence/Announcements:
  8. Natalie Rodda doing well after surgery, working hard on MPC Fire Academy starting in August.

  9. Committee Reports:
    1. ICS:

Strike Team Leader Refresher will be held this summer, dates TBA. All other ICS classes will be held in the winter. There was a strong interest in holding ICS 300.

    1. Wildland:
  • DC Sam Mazza reported that CDF personnel can participate in the school in all capacities except for lighting fire. No exceptions! All branches are configured so that there are enough local government Instructors on each branch to light fire to eliminate that as a problem.
  • CDF resource participation is unknown due to fire activity in the state.
  • North Tree will not be participating in the school in any capacity, resulting in a field promotion for Rich Foster from Deputy Plans to Plans Chief. Congrats.
  • DC Mazza is working on a more clear and concise burn prescription to outline the "Go vs. No go" on lighting fire. It will involve erratic fire behavior, spotting, etc. If any elements are present, all firing will cease immediately until further notice from IC.
  • Mop up on Sunday will be 200 feet in from perimeter of school.
  • Safety Officer – Chief Reade stated that company officer’s will be held responsible for their crews safety, from fire safety to hydration and nutrition. No repeats of last year’s injuries. Every morning, a safety briefing with all company officer’s will be held.
  • There will be a 30 foot motor home set up in fire camp for the Medical unit to use for rehab. AMR will be day car and CRFA will be night car.
  • The contingency plan if CDF pulls all resources due to fire activity in the state is to shut down one entire branch and redistribute resources into other branches.
  • GOOD BLACKLINES!!!

C. Fire Library:

M. Urquides is purging the slides; please refer to the attached list if you are interested in any of the series. Otherwise, they are being sent to Mexico to train the Bomberos. Please contact Mike Urquides at Salinas Rural for more information.

D. Programs:

On hold until after fire school.

    1. Haz Mat:
    2. There will be a 40-hour class coming up in August as part of the MPC Fire Academy. There will be a few extra spots available. If any department needs those spots, please contact Natalie Rodda.

    3. High-Rise:

County plan is changing and will be followed by two 1-day classes put on by the LAFD Chiefs. RIC will be included in those training days.

G. EMS:

No report.

    1. Training and Standards:
    2. There is a 16,000 square foot building located in Salinas at 1322 Natividad that is available for training. A movement drill is being planned to utilize the building for Truck training, RIC, etc. More to follow as plans are made.

  6. Salinas Fire Department will be holding an academy for new employees from July 29 – October 4, 2002. If any agency is interested in spots for the class, contact Al Dunnings at SFD.

    MPC Academy graduated all but four students. New academy is set to start in August and is already full.

    OSU requested use of copyrighted photo that belongs to this organization. Motion for approval made by Mike Vindhurst, seconded by Catey Trenner. Approval granted.

    John Trenner reported on the new IFSTA Wildland Manual. He is headed back to Oklahoma in July for IFSTA Conference and final approval of manual. The MCFTO’s are credited for being JT’s sponsoring agency.

    Miles Schuler reported that the IFSTA Committee he was involved with, "Respiratory Protection for the Fire Service" is now available and has a lot of good, new information.

    E-Z Ups are purchased and will be stored in the TO’s trailer out at Mid Carmel Valley Fire Station along with cots, coolers, etc. The trailer will be available starting in July for mutual aid to incidents for rehab use.

    All TO’s equipment will be housed at the Monterey Airport Fire Station to keep accountability and a central location.

    There was discussion on the videotape being made by Lou Bollinger. It was agreed by all that the video should be a training tool, not a promotional tape. Approval remained at $500 for the cost of the video to be made.

    Dan Gearhart advised that Hayes Park in the former Ft. Ord is available for Wildland Urban Interface training. The homes are planned for demolition, but no date has been set. For more information on training on the base, contact Dan Gearhart at Seaside.
