TREASURER’S REPORT: 04-28-06 Mailing Expenses for Wildland
School 49.60 Motion to accept the Treasurer’s Report as presented by R. Foster, second by D. Sargenti. Motion carried. III. CORRESPONDENCE / ANNOUNCEMENTS: 1. President Lindsey reported that he received an e-mail from the Monterey County Fire Chiefs Association requesting information on the purpose, structure, and work assignments of the MCFTOA. D. Brown relayed that the information request came following the retreat that the Chiefs attended. One item identified during the retreat was the need to update the bylaws of the Chiefs Association. The requested information will help in the revision of the Chiefs by-laws. 2. President Lindsey reported that he received correspondence from the Operations Committee requesting the Training Officers to work on developing the schedule for the quarterly move-up drills. Discussion on the item was moved to “New Business.”
IV.
COMMITTEE REPORTS: 1. J. Trenner reported that due to recent personnel changes within CDF, he is still attempting to confirm dates for the Safety Officer class. 2. Per D. Brown, the Chiefs Association would like the Training Officers to move forward with the development of a local type III incident management team available for in-county assignments. J. Trenner, D. Brown, and D. Sargenti to serve on a development committee. J. Trenner to serve as chairperson of committee. B. Wildland Committee: M. Schuler reported the dates for Wildland School are July 14-16, 2006. The goal is to have 3-4 Branches and advertise the WFS in the local area. Camping will still occur at the campground and meals will be served at the Base Mess Hall. The deadline for registration is June 5th. Registration fees for the school will remain the same. Site visit is on June 8th following the TO’s meeting in Soledad. C. Fire Library: D. Brown reported a Driver / Operator Program is available for purchase. Brown will research and report back to the TO’s. Sargenti reported that a couple of our newer items such as “EMS 24/7” and “Through the Lock” are popular and have been checked out several times. Sargenti said people have been using the items and they are being returned in a timely fashion. D. Programs: 1. Highway Traffic Safety: D. Gearhart reported that Chief Kelley had received a request from the Monterey County Police Chiefs Association to meet with representatives from the Fire Chiefs Association to discuss the Highway Traffic Safety Guidelines. Gearhart said he was invited by Chief Kelley to attend the meeting. Chief Kelley and Gearhart met with Chief Fred Hardee of CSUMB Police and Captain Pat Camara of the CHP on April 26, 2006 at the CSUMB Police Department. Gearhart reported that the Police Chiefs stated that they had only received the guidelines a couple of months ago when they were e-mailed to them after they had already been adopted by the Fire Chiefs. The Police Chiefs said they were never given a draft of the guidelines to review at any time in 2005. The Police Chiefs stated they felt the guidelines were far too detailed and specific and should be more generic. Items like length of cone patterns and sign distances should be removed. They also wanted to stress that traffic control is the responsibility of law enforcement and that Incident Command rests with law enforcement for a traffic related incident. The Police Chiefs believe it is the responsibility of the Incident Commander (law enforcement) to determine the duration of the incident and the overall traffic control measures, not the fire department. They also feel that since the Incident Commander appoints positions such as Safety Officer, it would be the decision of the IC if a overall Safety Officer is needed or not. It would not be the responsibility of a Fire Department Safety Officer to ensure traffic control devices are placed or used, that would be a law enforcement responsibility. They felt that a fire department Safety Officer should only monitor specific fire department activities. The Police Chiefs said they would endorse a more generic version like the Santa Barbara County Policy but could not endorse the current set of Monterey County Highway Traffic Safety Guidelines Gearhart relayed that Chief Kelley said he would discuss the issue with the County Fire Chiefs. E. Training and Standards B. Hinkley reported that an “Elder Abuse Awareness” class for first responders is being developed by the EMS committee. This class is to meet State mandated training requirements. F. Website: Per D. Brown, the Chiefs Association would like to have the Operations Manual posted on the website. The Operations Manual is now available on CD. D. Lindsey will check with Mike Ventimiglia about posting the manual on the website. D. Gearhart suggested that the
Chiefs Association develop their own website as the parent organization for the
fire service in the county. That website could then be linked to all the other
organizations and sub-committees such as the Training Officers, Prevention
Officers, Fire Investigators, Operations Committee, EMS Committee, etc. All
groups could then post meeting notices, minutes, and announcements through the
Home Page being the Monterey County Fire Chiefs Association. D. Brown said he
would bring the idea to the Chiefs Association. V. OLD BUSINESS: No old business to report. VI. NEW BUSINESS:
A. Move-Up Drills: It was felt that issues identified during the move-up drills concerning mutual aid and automatic aid need to be addressed by either the Operations Committee or the Chiefs Association. VII. GOOD OF THE ORDER: ü Rich Foster reported that there is a lack of fire service dispatchers available for Firecomm so some law enforcement dispatchers are being training and moved into the Firecomm as the need arises. ü J. Trenner reported that he is still working on some type of recognition for Paul Vlastelica. VIII. ADJOURNMENT: Motion made, and second received for adjournment. Motion carried. Carmel Valley FPD Report from the Incident Commander: The TSR was submitted to Fort Hunter Liggett on April 27, 2006 requesting certain resources for the WFS. A cancellation letter was sent to OES and CDF for the previously requested resources. An updated request has been sent to CDF for a communication unit and a dozer. Chief Fisher stated that CDF could send one type III strike team on each day of the school. The school will be scaled back to about 3-4 Branches based on the amount of participation and advertised within Monterey County and the surrounding operational area. The proposal is to still use the campground and provide meals at the Base Mess Hall. Sargenti will follow-up on inviting Santa Cruz County to send a strike team Logistics: Fueling has been approved at the Base Fuel Station. Training Officers Association will make total payment to the Base Fueling Operations and then invoice each agency that uses fuel. Registration fees for the school will remain the same. The deadline for registration has now been set for June 5, 2006. Training Officers will provide water and ice during the school. Safety: The goal is to have a medical component on-site during the firing activities. Hope to have Westmed and CALSTAR on site during the school. Gearhart will make contact with both agencies. Site Visit: First site visit has been re-scheduled for June 8, 2006 following the Training Officers Meeting in Soledad. Adjournment: Meeting adjourned at 1026 hours.
