County Fire Training Officers Association Meeting called to order at 0940 hours by Division Chief Miles Schuler Attendees: Miles Schuler
Carmel Valley FPD Chief Schuler has made contact with Fort Hunter Liggett Fire and reported that there have been several personnel changes within their organization. Chief Schuler stated that he has three goals for this meeting being; 1) set dates for the 2006 Wildland Fire School, 2) establish personnel assignments, and 3) Establish a preliminary budget. Committee Meeting Proposed dates of the 2006 Wildland Fire School: 1st
Choice June 22-25, 2006 Captain Kevin Daugherty from FHL Fire Department attended the meeting and spoke on behalf of the FHL FD. Daugherty will pass along proposed dates to FHL Range Control for their approval. FHL FD would like to add additional area to the school that is across from the airstrip in Branch 1. This area is part of the on-going vegetation management plan for FHL. FHL FD will make initial contact with the Campground staff and inform them on the proposed dates of the school along with the campground needs of the school. FHL Roads and Grounds may be able to assist with dozer operations needed for the school. FHL FD will be doing prescribed burning during the dates of the school and would like the school to assist with those efforts with the deployment of a strike team. FHL FD would also like to have their personnel participate in the school to obtain wildland fire suppression training. Site visit to be scheduled in March and also during the last part of May. Size / Cost of School: Would like to maintain school at a maximum of 60 engines, with no more that 10 engines per branch. All Monterey County agencies would get first choice of attending school before registrations are open to out-of-county agencies. Prices of the school will remain at $50.00 per person per day for Monterey County personnel, $80.00 per person per day for out-of-county personnel, and $25.00 per person per day for support personnel. Committee Meeting Communications: Need to make contact with Chief Tom Reves of Foster City to determine if he is available to handle Communications. Dave Leist at Monterey County OES is also a possibility for handling Communications. Concurrent Training: Looking into providing GPS and fire investigation training during the school. GPS can be an evening class during “downtime.” Also looking into providing a “driver / operator” class during the school or prior to the start of the school. Chief Sargenti will look into possible course curriculum for a “driver / operator” course. Contingency Plan: Would like to have a contingency plan in place in the event that wildland school needs to be cancelled due to weather conditions. School could be scaled down for Monterey County only during the same time frame and locate the best area of the various Branches to conduct a limited school. Meeting adjourned at 1035 hours. I. Approval of Minutes: Motion by Sargenti, second by Pastore, to approve minutes of regularly scheduled meeting of December 10, 2005 as presented. Motion carried. II. Treasurer’s Report: The monthly treasurer’s report was presented by D. Gearhart on behalf of Treasurer Kathryn Pernet. Beginning balance as of 12-01-05: $32,946.10 Expenses: 24-7 EMS subscription service 690.00 Franchise Tax Board 25.00 Total Expenses for December 2005: 715.00 Ending Balance as of 12-31-05: $32,231.10 Motion made with second to accept Treasurer’s Report as presented. Minutes Page 2 III. Correspondence / Announcements: None received, no announcements. IV. Committee Reports: A. ICS Committee: 1. J. Trenner reported that the Safety Officer class is scheduled for either April 8th and 9th or 22nd and 23rd. Class to be taught by Kurt Hawkins. Need to confirm the dates with the instructor. 2. Work is continuing on the county wide Incident Management Response Team. Interest has been generated among the county Chiefs to pursue a county wide team available for response as both a team and a single resource. B. Wildland Committee:1. The Wildland Committee met for the first time in 2006 to start the planning process for the Wildland Fire School. The proposed dates of the school are June 22-25, 2006 with alternate dates of June 8-11, 2006. Currently working on filling the personnel assignments and the coordination with the Fort Hunter Liggett Fire Department. Minutes of the Wildland Committee Meeting will be posted separately on the website. C. Fire Library: 1. Interest was expressed in getting a Utility Emergency Response Program in the Fire Library. This item will be referred to the Programs Committee. D. Programs: 1. The Highway Traffic Safety Guidelines have been sent to the Operations Committee for distribution to the County fire agencies for inclusion in the Chief’s Operation Manual. The guidelines should be distributed in the near future. E. Training and Standards: 1. The Fire Chiefs Association is still looking at dividing the various committee responsibilities to other Chief Officers. MCFTOA – Meeting MinutesJanuary 12, 2006 Page 3 2. The Fire Chiefs Association Installation Dinner is scheduled for January 13, 2006 at the Seaside Highlands Community Center. 3. The Fire Chiefs Association is planning to conduct a retreat in the near future to discuss the situation with the Monterey County Emergency Communication Center and other issues of importance. F. Website: No information to report. V. Old Business: There was no old business to report. VI. Good of the Order: 1. The “Lights and Siren” banner is at Marina DPS. Needs to be picked up. 2. Training JPA: a. Fireblast trailer is now back in service with a few upgrades. b. A Fireblast Operator class is $1500 and needs a minimum of 8 students. The Training JPA will look into scheduling a class in the future. c. OTS funding is still available for auto extrication training and hybrid vehicle training. 4. The Monterey County Office of Education has donated two buses for vehicle extrication training. Looking at March or April for the training. 5. Jeff Fields from Pacific Grove FD gave a presentation to the group on the concept of developing a wellness and fitness program for the Monterey County fire service. Some possible outcomes of the program would be to consolidate efforts of various agencies in purchasing fitness equipment, evaluations, etc. Capt. Fields said he would make a formal proposal to the Training Officers in the near future. VIII. Adjournment: Meeting adjourned at 1140 hours.
